This floor, with all due respect, does not have the information to make those judgments. Committees are supposed to serve the House by doing their own work in their own jurisdiction by developing specific areas of expertise and then bringing that expertise to the floor. If you have got the expertise, demonstrate it by getting your own committee to buy your idea. Do not plague appropriation bills with this mini-filibuster because you cannot get your problem solved in another committee.
