“I would simply say to the gentlewoman from Connecticut (Mrs. Johnson) that that speech simply will not wash. If you really believe that contraceptive coverage should be provided in this bill, there is only one way to get it: turn the bill down, and bring a bill back which contains it. The majority party was told by people on this side of the aisle that all they had to do to get 200 votes on our side of the aisle for the bill is to drop the amendment on the Federal Elections Commission that threatens to corrupt the entire election process. That is still the best way to cover or to get the contraceptive coverage that she says that she wants. So they can give all the excuses they want about how it is necessary to fund the IRS. Nobody seriously believes the IRS is not going to be funded. It will be funded no matter what happens to this bill. Quit kidding people.”
