I would simply like to observe that this seems to me to be nothing but a blatantly political act. The question is not what the President has said he will or will not do. I hope he will provide ample opportunity for Wisconsin to get what it is asking for, after he has met his responsibilities and we have met ours, to understand what it is we are helping to support. But as I understand it, the legislation to be brought before the Congress has nothing to do with the President. It simply provides a congressional waiver without, at this point to my knowledge, a single Member of the House having read what it is that is supposed to be waived.
