In Russia, within a period of three months, people have lost 85 percent of the value of their investments, 85 percent of the value of the stock market. If that had happened in this country today, we would be in the midst of a revolution. It is a minor miracle that they are not. They have a few thousand nuclear weapons which can very easily be pointed at us. I would suggest to everyone who cares about the subject that the very fact that we have such chaos in Russia is an argument for strengthening, not denying, resources to the only instrument we have left to prevent that kind of chaos.
