This act brings only one question into my mind: Does this body still believe in the biblical admonition, ``Thou shalt not steal?'' All I have to say about what you are about to do tonight is shame, shame, shame, shame, shame.

This amendment was a Republican amendment offered by Mr. Cole from Oklahoma. It was not slipped in. It was voted in in the subcommittee appropriation bill 5 months ago.
