Mr. Speaker, the fact is the administration asked for $1.3 billion in renovation funds. They asked for $1.75 billion for class size. You merged that into a block grant. They asked for $3 billion. You gave them $2.7 and block granted it. We have seen from the way you use the community service block grants and other programs that the first step on your side of the aisle is always to block grant funds. Then, after you block granted it so you do not have to take the heat for individual program cuts, then you cut the guts out of them in the second and third years. That is what has happened time and time again in social service programs, and we are not going to fall for it.
