“everyone knows that I have a great deal of affection for the gentleman from Florida. I think he makes as good an argument for a bad case as you can possibly find. Let me simply say that this recommittal motion is very easy to understand, which is why it ought to be defeated. It simply gives the President all the money in this bill, unconditionally. It is simply a down payment on business as usual. It simply strips the timeline from this legislation. It renews the authority for torture. It eliminates the requirement that interrogation activities follow the Army Field Manual. Outside of those problems, it's a terrific idea. So I would simply urge a ``no'' vote on the motion to recommit.”
