“Mr. Chairman, again this bill is being offered as a bill which is trying to move the process forward and help resolve remaining differences between the White House and the Congress. I have already described why that is not so, but I have another example. I have just been handed a 5 page set of instructions which evidently the subcommittee chair for the Labor, Health and Education bill plans to insert in the Record, providing detailed instructions on how the money that is supposedly in this bill is supposed to be spent. We have never seen this until just a few moments ago. It makes some policy changes. It redirects funds and creates greater likelihood that they will go to some contractors rather than others. It just seems to me that if they are trying to minimize the differences between the White House and themselves on this issue, this is a mighty strange process to go through in that effort.”
