The key here is getting it right.

This is a common-sense amendment, and I ask my colleagues to support it.

It is also incredibly misleading for a lot of folks who have continued to say 'you cannot have water, you cannot eat.'

I do not think we need a Federal mandate as suggested in that amendment. I will be voting no.
