I think it is important in every level, every walk of life, for a review. When you create an agency or commission or a study or a rule, I do not think it was ever meant to be perfected in its entirety throughout its lifetime. I think in Florida we always would call back a commission or authority or issue for a 5-year review, to find out if it is doing what it was established to do. Is it operating within the guidelines? Is it spending appropriately the public's funds? Obviously that is the No. 1 component. Are they spending the public resources correctly? These are the things I think a sunset review would provide for us. Think about it: the Department of Energy established in 1978 under the Carter administration because of the fuel crisis, and we were to set our thermostats to 78. Look at what that agency has become. Now, are we indeed saving energy in America? Consumption is up almost in every category. Has it fulfilled its usefulness? I do not think there is anything wrong with analyzing agency-by-agency on a frequent basis its need, its necessity, and cost effectiveness for the consumer.
