Does the Senator from Maine believe, in connection with the exceptions for the broadcasting stations' own editorial comments, which is granted here, that in fact she is granting that exception simply because she feels it to be desirable, or does she--let me rephrase the question. Does the Senator from Maine believe that she could have constitutionally applied these rules and regulations to the television station's communication of its own ideas?
