The Senate bill made it clear that the State matching program should be a priority for use of these funds. Although the conference report does not set aside funds for this program, numerous Senators expressed their concern about the future of the State program. The need for this program is evident in requests from every State for Federal assistance to invest in State and local recreation resources.
