I strongly suspect that any alternative they come up with will include dozens, if not hundreds, of additional rules and regulations to be imposed on our school districts. There is a second element, a second part of their proposal, and that is if 12, 16, 74, 276 Federal education programs have not really done what they ought to have done, we need another half dozen programs.
