This statute specifically states that ``. . . `Phase I' facilities referred to in the Master Plan . . . are limited in size and scope, and are reasonable and necessary to accommodate the 2002 Olympics, and in some cases are required to provide for the safety for skiing competitors and spectators.'' Clearly, this project falls within the parameters of Public Law 104-333, Section 304 and is vital to the successful execution of the Downhill event.
