The total amount of the appropriation in this bill for education is not reduced by a single dollar. On the other hand, the total amount of money that gets to the classroom will be considerably greater because so much less will get lost in the gears of administration at two, three, or four different levels between here and the classroom. We hope that we will be able to get much more for the same amount of money fundamentally because we will actually be spending more on direct educational expenditures.
