“I do think they lent clarity to the debate in which we are engaged at the present time. Again, it is essential for both Members and the public to understand that we are not mandating a change in the Federal system. We are enabling a change in the Federal system. We are enabling a combination of three or four or five changes in the Federal system. If I find any proposition difficult to understand, it is the proposition that somehow or another we know so much more about the subject than do the Governors and legislators of the various States, the elected school board members, and the full-time school authorities in 50 States and 17,000 school districts across the United States of America. It is true that the virtue of humility is more highly praised than practiced. No place is that more true than it is here in the Senate. But it does seem to me that a little bit of humility about these education policies is very much in order here, a little bit more trust and confidence reposed in the people who devote their entire lives to this field of education--something that we do not.”
