It is very easy to talk about accountability from the point of view of punishing States and school districts by taking money away from them so that will increase, somehow or another, their performance. Part of our bill, in my view, is that the States who succeed will get a bonus, which is not included in the Democratic bill or in any previous education bill.

I agree with that view. It should be the U.S. Forest Service's priority to use the most effective, environmentally protective aerially applied fire retardants.
I would agree that the U.S. Forest Service should preserve the option to use such fire retardants in order to minimize the long-term visual impacts of wildfires.
