as manager of this bill, I have been extraordinarily gratified by this debate on something I thought might be very controversial, but the Senator from New Mexico and his allies have given us a wonderful, totally bipartisan compromise on a significant issue, one I believe personally to be very constructive and very important. Rather than say anything more about it, I think we should take advantage of this opportunity and call for the question.
