I understand what it is being aimed at. My question is, is this exception a part of the amendment of the Senator from Maine because the Senator from Maine believes that it is mandatory that she could not constitutionally apply these electioneering communications to TV stations? Or is she doing it because she does not think it is a good idea to apply it to them?
