Mr. President, the only other comment about the program that I have to say is this. At one level, of course, balancing the budget is almost a moral course of action. It is simply wrong morally and ethically for us to continue year after year spending hundreds of billions of dollars on services that we want but are unwilling to pay for, and then sending the bill for those services to our children and to our grandchildren. Beyond it simply being wrong, Mr. President, it is destructive of opportunity for future generations.
