I reflected, as they discussed the value of higher education, in this case to Indians, on the force of their argument. It certainly is possible that on some other elements of this bill relating to Indians that we may have some disagreements. But, certainly, if we speak about either a doctrine of self-determination or self-sufficiency, education makes a major contribution to the ability of an individual either to be self-determining or self-sufficient. To the extent that we can encourage education, greater sophistication and greater knowledge, obviously we ought to do so. In this bill we have added $1 million to approximately a $27 million appropriation last year for the particular purpose to which they speak. That is $2 million less than the President's request, where the total allocation we have is some $46 million less than the President's request. We have, however, given almost a $700,000 increase to the United Tribes Technical College in the State of the Senator from North Dakota, which the President did not include in his budget, based essentially on the same philosophy that has been stated here by the two of them.
