Let me just add, both as a member of the Appropriations Committee and as a Senator from the State of Washington, that I agree that no money should be spent on implementing any such system at the land borders or seaports until we are assured that no adverse consequences will result. I am convinced that the consequences would be disastrous. I would also like to ask the distinguished Majority Leader for his support.
