The Clerk read as follows: Mr. Larsen of Washington moves to recommit the bill H.R. 2838 to the Committee on Transportation and Infrastructure with instructions to report the same back to the House forthwith with the following amendment: At the end of the bill, add the following: TITLE VIII--PROHIBITION ON CONTRACTOR FRAUD, WASTE, AND ABUSE SEC. 801. PROHIBITION ON CONTRACTOR FRAUD, WASTE, AND ABUSE. (a) Prohibition.--The Secretary of the department in which the Coast Guard is operating and the Secretary of the Army, acting through the Chief of Engineers, are each prohibited from awarding a contract or issuing a delivery order or task order to a person that the Secretary finds has been convicted of-- (1) fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a contract or subcontract with the Federal Government; or (2) embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property.…
