Reclaiming my time to agree with the gentleman from the Sixth District of Washington, I say, You are exactly right. The burden of proof is on FERC to prove that it is the problem, and so that's--we are solving the problem with this. We are getting rid of the duplication, and I commend the gentleman for his support.
