I just wanted to quote directly from section 2 of my bill: ``The Secretary of Homeland Security shall provide the covered individual a meaningful opportunity to consult with counsel and an interested party not later than one hour after the secondary inspection process commences and as necessary throughout the inspection process, including, as applicable, during deferred inspection.'' So again, this could be a phone call. ``Meaningful access'' is a broad term and it takes into account my colleague from the other side's concerns.
