Mr. Chairman, while you may not know it from some of the language that is being used today, we are debating a poorly written ``reporting bill'' that will do nothing. This bill is full of empty rhetoric, it makes no policy changes to address the outdated immigration system, and it provides no funding of any kind. The situation at the border is directly linked to the fact that the legal immigration system has not been modernized in 30 years.
