The Clerk read as follows: Ms. Jayapal moves to recommit the bill H.R. 3144 to the Committee on Natural Resources with instructions to report the same back to the House forthwith with the following amendment: At end of the bill, add the following: SEC. 5. LOWER COSTS FOR ELECTRICITY CONSUMERS. Nothing in this Act shall prohibit the sale of electric power generated by the Federal Columbia River Power System at the lowest possible rate consistent with sound business practices and other factors as required by current law.
