Let's be clear about what's happening. This is an agency that has already killed more than 50 people in its custody. An agency accused of racial profiling, of blocking members of Congress from oversight visits, of terrorizing communities under the guise of enforcement. And now they want new tools to hurt people, tools designed to disrupt someone's ability to even respond.
