I say to my colleague that I think the attempt here is that the Senator from Colorado simply would like a few minutes on the floor this afternoon to offer his amendment. I don't think he is trying to supersede the order of any other amendments. The pending business of the Senate is the Wyden amendment, so the intent of the Senator from Colorado is simply to have a few minutes on the floor to offer his amendment. He has been here numerous times throughout the day simply asking for that time, and then we will return to the current order of the Senate.
