because this request doesn't resupply the stocks for our Guard and Reserve, it doesn't buy the tools or spare parts, it doesn't provide the energy and support they need to keep their facilities open, their electric bills can't be paid, their base maintenance can't be paid, they can't get their GI education benefits or mental health programs they need to make the transition home, because I believe--and I think all of us here believe--we should open all of those functions, I object.
