PROHIBITION OF ISSUANCE OF TRANSPORTATION SECURITY CARDS TO CONVICTED FELONS. Section 70105 of title 46, United States Code, is amended-- (1) in subsection (b)(1), by striking ``decides that the individual poses a security risk under subsection (c)'' and inserting ``determines under subsection (c) that the individual poses a security risk''; and (2) in subsection (c), by amending paragraph (1) to read as follows: ``(1) Except as provided under paragraph (2), an individual shall be deemed to pose a security risk under this section if the Secretary determines that the individual-- ``(A) has been convicted (or has been found not guilty by reason of insanity) of-- ``(i) destruction of a vessel or maritime facility under section 2291 of title 18; ``(ii) violence against maritime navigation under section 2280 of title 18; ``(iii) forgery of certificates of documentation, falsified vessel identification, or other vessel documentation violation under section 12507 or 12122 of this title; ``(iv) interference with maritime commerce under section 2282A of title 18; ``(v) improper transportation of a hazardous material under section 46312 of tit…
