All allocations in these fisheries, including the CDQ allocations, are currently-managed as total quotas, not as directed fishing allowances, which obliges all participants to keep both the directed and incidenteal catch within a ``hard cap.'' Did you intend to change the current manner in which the council sets CDQ allocations in these fisheries, from a hard cap allocation to a directed fishing allowance allocation?
