Let's be clear. This is a delay tactic intended to stop what we are doing here to send the bill to the HELP Committee. It would instruct the HELP Committee to remove $135 million in critical funding that will help support humanities and cultural organizations weather the worst of this pandemic. Mr. President, the pandemic has devastated our arts and cultural organizations. Our Nation's museums, indigenous cultural organizations, and local education nonprofits are facing significant losses in revenue, in layoffs, in furloughs. Our cultural organizations in rural and urban and suburban areas need these resources to continue to serve our communities. The UAC Program at the Department of Health and Human Services is critical for ensuring the health and welfare of unaccompanied children. We absolutely do need to take steps to support this program to ensure the well-being of children in ORR care. But this amendment is merely a delay tactic to address the critical issues at hand related to the COVID-19 crisis. I urge my colleagues to oppose the motion. Vote on Motion to Commit
