it is ironic that a number of those taxes are in the Ryan budget that our colleagues voted for last night. But let me say this. The ACA is going to extend health care coverage to nearly 30 million people. They are mostly low- and middle-income people who don't have access to affordable coverage. The law also fully pays for the costs of expanding health insurance coverage and does it without increasing taxes on our middle class. I believe expanding health care insurance coverage is one of the most important things we can do for our country and for our economy. The amendment that is being offered would undermine the effort under way to bring health insurance to millions of currently uninsured people in a fiscally responsible fashion. I urge our colleagues to oppose this amendment and I ask for the yeas and nays. The PRESIDING OFFICER. Is there a sufficient second? There appears to be a sufficient second. Importantly, we closed the loophole in House Republicans' CR that would have allowed the Trump administration to transfer funding provided for other programs to Border Patrol, which desperately needs reform, not more money.
