The Senator from Maryland makes an absolutely critical point. He knows as well as I do that we sincerely miss Senator Paul Wellstone who I know would be sitting next to Senator Ted Kennedy-- actually, he would be roaming up and down this aisle saying: I told all of you this No Child Left Behind hype is a sham if we do not provide the resources. Providing accountability on one hand and not providing resources on the other hand says we only did half what we promised.
