Most Members of this Chamber recognized that it was a bad bill, that it would not provide adequate benefits for our seniors, that there were no cost controls, that we were prohibiting cheaper drugs from being imported from Canada, that the Secretary of Health and Human Services could not negotiate discounts, and the bill had failed. And so they just kept the vote open, not for 10 minutes, not for 30 minutes, not for an hour, but for 3 hours they kept the vote open, until 6 o'clock in the morning.…”
