But the gentleman from Florida knows that our appointed conferees were the gentleman from New York (Mr. Rangel), the gentleman from Michigan (Mr. Dingell), and the gentleman from Arkansas (Mr. Berry), and those three individuals were not included in the negotiations. I do not understand how the gentleman can stand and say to the American people that this was a bipartisan effort. It was not. Our Members were shut out of these negotiations.
