I stand today to speak for the heartland of America. My Congressional district runs for about 300 miles along the edge of the Ohio River, bordering Pennsylvania, West Virginia and Kentucky. In one of my counties the unemployment rate is 11.4 percent, and in the City of Youngstown, Ohio, the unemployment rate is 18.2 percent. Now, I have heard some of my colleagues express concern for those who live in Chile, and I am not insensitive to the needs of the folks in Chile, but I think our first obligation is to look after the folks right here in the good old USA.
