I would think that if it is OK to allow the Senator from Massachusetts to proceed, knowing that our hard stop is 12:30 p.m., that at least--I would make this request: that both Senators be allowed to speak for 10 minutes, starting with Senator Markey, followed by Senator Hoeven.
