I hope you will be much more an advocate for the innovation in Medicaid, that instead of trying to nickel-and-dime poor people on a copayment or administrative cost, come up with the strategies, like rebalancing, that give people real opportunities to deal with this population, save cost, and keep people in a better, healthier situation.
