The amendment is as follows: (Purpose: To require a study of the potential environmental impact of by-products of the Keystone XL pipeline) At the appropriate place, insert the following: SEC. __. STUDY OF BY-PRODUCT ENVIRONMENTAL IMPACT. (a) In General.--Not later than 90 days after the date of enactment of this Act, the Administrator of the Environmental Protection Agency shall complete and make publicly available on the Internet a study assessing the potential environmental impact of by-products generated from the refining of oil transported through the pipeline referred to in section (2)(a), including petroleum coke. (b) Report.--On completion of the study required under subsection (a), the Administrator of the Environmental Protection Agency shall submit to Congress a report on the results of the study, including a summary of best practices for the transportation, storage, and handling of petroleum coke.
