The assistant bill clerk read as follows: The Senator from Washington [Ms. Cantwell], for herself and Mrs. Boxer, proposes an amendment numbered 131 to amendment No. 2. The amendment is as follows: (Purpose: To ensure that if the Keystone XL Pipeline is built, it will be built safely and in compliance with United States environmental laws) In section 2(a), strike the period at the end and insert the following: , subject to-- (1) all applicable laws (including regulations); (2) all mitigation measures that are required in permits issued by permitting agencies; and (3) all project-specific special conditions listed in Appendix Z of the Final Supplemental Environmental Impact Statement issued by the Secretary of State in January 2014.
