“The amendment neither assumes nor proposes regulatory changes to the CAFE system. I view the debate regarding the efficacy of the existing CAFE program as beyond the scope of this amendment, which lays out a national vision for reducing American dependence on foreign oil imports. Certainly any changes to the CAFE system's regulatory regime would require additional legislative action, action that is not assumed in the Cantwell amendment.”
