The amendment, as modified, is as follows: In section 2 of the amendment, strike subsection (e) and insert the following: (e) Private Property Protection.--Land or an interest in land for the pipeline and cross-border facilities described in subsection (a) may only be acquired from willing sellers and consistently with the Constitution.
