I would ask the Senator from California then, the question is on this process of deciding the authorization. I notice we had a few colleagues here who were--I don't know if they were coming to speak--but in the Senator's region, there is a lot of discussion among the Western States on how to balance issues on water; is that correct? There are a lot of meetings and discussions?
