None of the funds made available by this Act may be used to finalize the proposed revised supplemental ``appropriate and necessary'' finding in the proposed rule entitled ``National Emission Standards for Hazardous Air Pollutants: Coal- and Oil-Fired Electric Utility Steam Generating Units--Reconsideration of Supplemental Finding and Residual Risk and Technology Review'' published by the Environmental Protection Agency in the Federal Register on February 7, 2019 (84 Fed.
