I fear that the sponsor of this amendment is not desiring to respond to his own colleagues about the need to not waste the $20 billion that is already being spent on Head Start and Even Start by failing to sustain the progress of these students and has unfortunately resorted to calling this pork. It is an insurant and an investment that we are already making in at-risk children so that they will be able to succeed in school.
