As I listen to this testimony, there are two countries. There are those States where they put up a State exchange, and then there are all the rest that sat back on their hands and said, let the Federal Government do it so we can throw rocks at them later because it isn't working.
McDermott criticizes states that did not establish their own health exchanges.
