As I listen to this testimony, there are two countries. There are those States where they put up a State exchange, and then there are all the rest that sat back on their hands and said, let the Federal Government do it so we can throw rocks at them later because it isn't working.

One of the issues that the questions Mr. Tiberi is raising about small practices sort of leads me to the question of consolidation and driving doctors together in larger and larger groups.
