It seems to me that what you are really saying is that some of the things that are being put in place and have been put in place both in the ACA and in Medicare Advantage in the past are you can't expect them to go in and instantly have a major change, that it is like trying to take a super tanker and turn it on a dime, it takes 20 miles to bend it 4 degrees in its direction and that is really what we are doing here with a big program.
