The 9th Circuit Court of Appeals, the highest court in the land to have dealt with the roadless area rule, affirmed the roadless area rule. It is true that a lower court in Wyoming, a State perhaps not known for great environmental policy, ruled contrary. But the highest court in the land affirmed the roadless area rule. It is the law of the United States.
